Max Schachter is a national school safety advocate. His son Alex is one of the 17 victims murdered in the Parkland school shooting on Valentine’s Day 2018. Max is the founder and executive director of Safe Schools for Alex 501©(3). Their mission is to provide most current school safety best practices and resources to students, parents, school districts and law enforcement so that all children can learn in a safe environment. Since the heartbreaking day that changed Max’s life forever, he has been advocating for policy change at the highest levels of the United States government. He has worked alongside members of congress, leaders of all major federal agencies, and Presidents of the United States to make schools safer. Max has testified as a subject matter expert before the United States House and Senate and multiple state legislatures. In August 2018 he advocated for the creation of a federal agency to house national school safety best practices.
Bernie James is a Professor of Law at Pepperdine University. He joined the Pepperdine faculty in 1984, after serving in Michigan as a judicial clerk for the Honorable Judge Myron Wahls for the Court of Appeals. Professor James is the author of the textbook, "Education Policy and the Law: Cases and Commentary" (Vandeplas Publishing 2009). Bernie also serves as a senior consultant to the US Department of Justice where he published, "Sharing Information: A Guide to FERPA and Participation in Juvenile Justice Programs" (DOJ Programs 1997). He is the contributing legal editor to the NASRO Journal of School Safety and comments on constitutional issues in North America and Europe. Dr. James teaches School Law and Policy annually at the NASRO conference and has been an honored guest of OSROA multiple times. His interactive presentation will provide you with the most updated information regarding the legal issues facing schools today. We are excited to welcome Bernie back to Oregon!
Mo is a former lieutenant with the Hoover Police Department in Alabama. The last twelve years of his law enforcement career were spent as the supervisor of the School Services Division. After 25 years of service, he retired from Hoover PD in 2011 and was appointed as the executive director for NASRO. Under his leadership, the organization has become the premiere training agency for SROs across the country and around the world. With his guidance, NASRO’s Basic SRO Course became the only SRO course to receive national certification and to be recognized by the federal government as the gold standard of training for SROs. Canady’s expertise as a school safety expert is sought after by many major news outlets, and he has testified before the Federal Commission on School Safety and the United States House Committee on Education and the Workforce. He is widely recognized for his advocacy of carefully selected, specifically trained, and properly equipped school resource officers and is a respected voice in the school safety arena.

Shelley is the lead school psychologist in sexual incident assessment and management for Salem-Keizer Public Schools and chairs the Mid-Valley Sexual Incident Response Committee (SIRC) team. She has extensive experience providing assessment and consultation services for special education and high-risk circumstances in both clinical and educational settings. After several years as the student threat assessment lead for Willamette ESD, she joined Salem Keizer Public in 2012 to coordinate and further develop the Sexual Incident Response Committee (SIRC), providing program oversight and revision, staff training and consultation regarding issues of problematic sexual behavior and criminal sexual harm within a student population. She serves on the board of the Oregon Adolescent Sex Offender Treatment Network (OASOTN), the Marion County’s Child Abuse MDT Sexual Behavior Under 12 Committee, the Mid Valley Student Threat Assessment Team, the Marion County Threat Advisory Team and the Oregon Sexual Assault Task Force, Offender Management Committee. As a school psychologist and a licensed clinical social worker, Shelley regularly provides training and consultation regarding the mitigation of sexual harm within education settings and the implementation of the Salem-Keizer Sexual Incident Response Committee System to districts and community agencies throughout the region.
Courtenay is the lead school psychologist in student preventive behavioral threat assessment and management for Salem-Keizer Public Schools. She is also chair of the Mid-Valley Student Threat Assessment Team and is a member of the Marion County Threat Advisory Team. While partnering with John Van Dreal, she has refined the Salem-Keizer student threat assessment system to reflect leading practice in behavioral threat assessment, violence prevention, early intervention, and equitable practices. Courtenay has over two decades of experience in prevention, threat assessment and management, psychoeducational evaluation, intervention with at-risk youth and families, and behavioral consultation and intervention. As a certified threat manager and nationally certified school psychologist, she regularly provides training and consultation on student threat assessment systems implementation and youth violence to school districts and community agencies throughout the nation. In addition, Courtenay is a contributing author to the book, Assessing Student Threats: Implementing the Salem-Keizer System – Second Edition (Van Dreal, et al. 2017) and a co-author on the book, Preventing Youth Violence: The Pathway Back through Inclusion and Connection.
Supervisory Special Agent (SSA) Laura Monti developed, and now leads, the Threat Assessment Group (TAG) for the Portland Division of the Federal Bureau of Investigation (FBI). TAG is an initiative aimed at enhancing the efficiency and effectiveness of the threat management process, assuming the responsibility of analyzing and evaluating every threat submitted to the FBI in Oregon. This comprehensive review process ensures that no reported threat is overlooked, enabling the division to proactively address potential risks and act. In 2023, SSA Monti began a statewide initiative with Portland FBI’s Threat Assessment Community Team (TACT), a multidisciplinary team aimed at fostering cooperation among public and private organizations. With a shared objective of effective threat assessment, TACT is a collaborative platform to pool insights, share best practices, and cultivate a collective expertise in threat mitigation. SSA Monti joined the FBI in 2010 and is a Coordinator for the Behavioral Analysis Unit (BAU), as well as Threat Management Coordinator under the BAU Program. SSA Monti is also a Certified Crisis Negotiator and Crisis Management Coordinator. She holds a BS in Finance and International Business from Pennsylvania State University and a MS in Elementary Education from Hunter College.
Jens Jensen is the Director of Claims for Special Districts Association of Oregon (SDAO). SDAO is the administrator of claims for two of Oregon’s Self-Insured Risk Pools, the Special Districts Insurance Services Trust (SDIS) and the Property and Casualty Coverage for Educators Trust (PACE). Jens has been with SDAO for nearly 20 years, overseeing a team of eight claim consultants. He and his team assist the 1200 members of the two Trusts in navigating every kind of property and liability exposure imaginable. Jens brings his decades of experience to our conference, where he will be presenting on the mitigation of various types of risk factors. His presentation will focus on the different responsibilities of the schools and law enforcement.
